The Government could cut stamp duty on sales of homes that have been improved to be more energy efficient. This coupled with the no stamp duty for first time buyers just been announced in the budget is indeed good news for prospective buyers.

Perry told the BBC Today programme that the Government was considering the move.

She added: “We also need to look at building regulations and new building regulations to see what more needs to be done there.”

Perry also says that homeowners need to make their homes greener, so the Government meets its carbon emissions targets.

Reduce your energy bills

Simple checks to carry out

1. Check your roof

Get a builder in to give your roof an inspection every year – they can make sure the tiles are undamaged and that everything’s water tight.

Get any cracked tiles or other issues fixed fast – it will save you money in the long run.

2. Keep warm

Check what insulation you have and what else you could do to increase warm

Bleed radiators and make sure your boiler is in good working order.

Your boiler is going to get a proper work out this winter – get it serviced now by a Gas Safe engineer. They should check all gas appliances in the property, and provide certificates for your records.

3. Protect your pipes

You can also do all you can to protect your pipes. Make sure external pipes and pipes in the loft are insulated – checking everything is properly connected and there are no cracks or existing damage.

4. Unblock gutters and drains

Blocked gutters can cause a whole host of problems for your property, like rot, penetrating damp and damage to the foundation caused by water running down external walls. Make sure they’re clear of leaves, moss and other debris.

If your loft is easy to access and has no damp or condensation problems it should be easy to insulate.

If access is easy and your loft joists are regular, you can use rolls of mineral wool insulation. The first layer is laid between the joists – the horizontal beams that make up the floor of the loft – then another layer is laid at right angles to cover the joists and make the insulation up to the required depth.

You should consult an expert installer to ensure the correct material is used to get maximum efficiency. In certain cases this can all be done free of charge, just check on this site to see if you qualify.

Storage space in the loft

If you plan to use the loft or attic for storage, you will want to lay boards over the joists. Unfortunately, if you only insulate between the joists before doing this, the insulation won't be thick enough.

To get enough insulation, you can raise the level of the floor so you can fit enough mineral wool beneath the new floor level. You can do this by fitting timber battens across the joists, or you can buy purpose built plastic legs that fit on the joists and support the new floor. It’s important to leave a ventilated air gap between the insulation and the boards to prevent condensation on the underside of the boards.

Inaccessible loft space

If your loft is hard to access, you can have blown insulation installed by a professional, who will use specialist equipment to blow loose, fire-retardant insulation material made of cellulose fibre or mineral wool into the loft. This doesn't usually take more than a few hours.

Landlords will be forced to upgrade the energy efficiency of their rental properties under new Government regulations.

The new rules, which were published recently apply from next year. They place additional requirements on landlords to make sure their properties are up to scratch in terms of fuel efficiency.

Any properties rated as an F or a G on the energy efficiency rankings, the lowest possible ratings, will need to be upgraded for new tenancies by April next year and for existing tenancies by 2020. The move has the potential to save tenants more than £2,000 on their energy bills.

The improvements are currently based on there being no cost to the landlord, with several Government loans and subsidies available. The Clean Growth Strategy, also published recently, stated the intention to upgrade as many homes as possible to a C rating by 2030.

Landlords will not be required to find the upfront cost of energy improvements themselves and it is important that the funding is clearly and easily available for landlords to make improvements.

Funding assistance

There are two main sources of funding available to make improvements: the “green deal” loan and the “energy company obligation” or "Eco".

The green deal offers a loan for energy improvements, which is repaid alongside energy bills. The expectation is that savings will be made through energy efficiency and those savings are used to pay off the loan.

This means the tenants will effectively pay back the loan as part of their energy bills, but at the same time will be making savings on their bills. The length of repayment should also not exceed the life of the upgrades.

The Green Deal Finance Company was sold to private investors in January and as of May is offering loans again. However, the RLA said interest among landlords appeared to be low as the fact the tenants pay seems "counter intuitive".
